Default CPU update

I was told by my program manufacturer ( ATI ) that in order to get my program
to work I should upgrade my cpu, video card and usb. ..but to call my vendor
first. i did call my vendor and he says you cannot upgrade a cpu. The only way
is to replace it with another cpu. Is this true? I don't know if he's knows
what he's talking about..so much for vendor support tech help.
