Default no dial tone

Helping a friend,
when it is dialing we hear no dial tone
and say the phone line is in use of disconnected.
Have had some lightening storms,
reset everything. Tried a different jack
and different phone line, also.

Is there anything else I can try

modems are designed to fail early in the event of EMP's to save the
equipment behind them - replace the modem

Modem is integrated it is an older sony webtv unit

you're stuffed, unless there's a fuse inline, or you can install a new modem

I've lost a few modems to electrical storms as I live in rural area. They
usually exhibit same symptoms. No choice but replace.

Default no dial tone

If the modem is removable you can sometimes check the fuse that protects the
leads from the modem to the circuits for resistance ( open circuit means it
is blown ) Sometimes you can find a local electronics shop that can do
repairs on SMT Surface Mount Technology electronics to replace the fuse.
