Is there an add-on utility that allows a secure logon to Windows 98-SE

None that I know of. The best is to set a BIOS password or use a third party app.
Since 98 wasn't built to be a secure system, even those can be circumvented.
My standard blurb:
Although there are different ways to accomplish this, there is always a possibility
that someone with some computer savvy can bypass them. One way is to set a password
in the bios if the option is available, another is one suggested by MVP George
