Default Win98SE and USB 2.0 Problem

Computer Emachine M6809 Amd Athlon 64 Mobile
XP works fine but..

I am having a problem installing the Via usb driver in Win
98.

First off, I use win98 in partition 1 as base the
partition with System Commander, a disk operating system
switcher/chooser program.
Then 2nd partition for testing under the 9 gig limitation
and 3rd partition for Win XP and 4th partition large
secondary for data storage.

The Via USB 2.0 driver loads, says it install correctly
in the sytem Device manager, but operates at usb 1.0
rate. Slower than 1.1 rate at which the usb ports operate
at without the driver installed.

If I uninstall the drive it works good again at 1.1 rate..
Is this because Win98SE is no longer supported.

Windows 98 doesn't support USB2 natively, only USB1.1.

You have to install the 98 drivers for the device that
lists itself as supporting Windows 98 or Windows 98 SE.

For users of Windows 98, if the device doesn't support 98
but only 98SE you won't be able to use USB2, only USB1.1.
