Both the Microsoft site
(http://www.microsoft.com/office/edit...fo/proreq.mspx) and the
literature advertising Office 2003 are quite clear in stating that to use
any part of Microsoft Office 2003 the PC has to be running either Windows
2000 SP3, Windows XP, or later.

That means that Office 2003 will NOT run on Win Me since it is neither
Windows 2000 nor XP.

By purchasing any of Office 97, Office 2000 or Office 2002 aka Office XP
all of which run on Win Me.
