Default NetBios Name Resolution Failure

I have a XP MCE2005 computer tied to a Dlink router via ethernet cable. The
second cpu is run W98SE via a pci card. The XP unit can see the 98 unit and
access the hard drive. The 98 computer has internet access, but not
networking. It cannot see the xp computer. After creating a network disk on
the xp unit and running on the 98 machine, the 98 will see the network & xp
unit after the final boot after installation. However, once the 98 unit is
shut down \rebooted, it can not longer access or see the network.

I have turned off microsoft fire wall and uninstalled Z Alarm on the XP
unit. Following the troubleshooting procedures from
www.practicallynetworked I have found that the 98 machine can ping the xp
unit by IP adress, but not by the XP's alpha name. The troubleshooting guide
indicates that this is a NetBIOS name resolution failure. I did try trouble
shooting the 98 machine using nbtstat, however, I am not sure if it showing
any issues. How do I resolve the netbios names failure?
