Unhappy Error updating from 98 to 98SE

I've been trying to update from 98 to 98SE with and update disc and keep getting the same error. It occurs very early, right after the setup program checks settings and prepares for setup.

At first i thought maybe a faulty disc...but I've now had it replaced and still encounter the same error.

It shows a dialog box that says:

Unknown Error

Message SU991010

An unknown error has occured. Restart you computer and then try running Setup again. If this doesn't work, quit Windows and try running Setup from MS-DOS.
(0x3f2)

and i've tried rebooting and trying it again...didn't work. And when i try running setup from DOS it said windows was required for the program. I even tried it after a 'clean boot'....no luck.

I'm at my wits end....any help would be appreciated.

When you install it from DOS, at what point do you get the message and what
is the **exact** message.

Ron, well first off I have to boot to DOS from a startup disc because otherwise I have no CD support. Then i go to drive H: because thats then the cd drive.....and type 'setup.exe'. The exact message that shows is: " This program requires Microsoft Windows", which is immediate. the setup never even starts. that help at all?

You may have an upgrade disk that can only be used in Windows. Try =
running
setup in Safe mode.

Go to http://www.bootdisk.com/bootdisk.htm and create Windows 98
boot floppy. Copy and paste the following text into Notepad and save
it to the boot floppy as "a:\winboot.ini". Use the floppy to start the=20
problem computer, then type "win /d:m" and press "Enter".

[Paths]
WinDir=3DC:\WINDOWS
WinBootDir=3DC:\WINDOWS
HostWinBootDrv=3DC
[Options]
bootgui=3D0
