Ignore the almost totally useless Norton System Doctor. Even better, do both
yourself and
your PC a service and get rid of it entirely since it does little of benefit
to any user but instead often manages to wreck their systems..

MSCOREE.DLL
This file is part of Microsoft .NET (and therefore not included as part of Win
Me) and the most common reason for the absence of mscoree.dll is if the
Microsoft .NET Framework is not installed on the target computer.
Applications and controls written for the .NET Framework require that it be
installed on the computer on which the application or control runs. The .NET
framework can be downloaded from the Windows Update site but is a pretty big
download 20MB or so.

If you are not using applications written for the .NET framework then the
absence of mscoree.dll will cause no problems AND IS NOT REQUIRED.

For more detail see MS KB 316091 - "PRB: "Mscoree.dll Could Not Be Found"
Error Message When You Try to Run a .NET Executable File"
