Default Favorites

Odd situation on "favorites". Recently when clicking on
the "favorites" icon on the toolbar, the dialog box that
previously listed "favorites' is blank. However, when
clicking word "favorites" on the first line of verbage on
the toolbar (same line with files, edit, view, etc.
Does anyone know how to make the "favorites" icon react?

Ron, the IE came with windows 98 ver. 4.10.2222 don't know
the Explorer ver. How do I determine the Ie ver?
