The registry link is damaged, or the cd player is changed.
The value on
HKEY_CLASSES_ROOT\AudioCD\shell\play\command\(Defa ult)
tells which program is started at insertion of an audio cd, and with which
parameters. The default value for W98 is
C:\Windows\system\cdplayer.exe /play %1

According to Microsoft
http://msdn.microsoft.com/library/en-us/wmplay10/mmp_sdk/commandlineparameters.asp
it should be
C:\Program Files\Windows Media Player\wmplayer.exe /Device:AudioCD

If that doesn't help, reinstall the mediaplayer.
