Default updtray not responding

Hi, any idea what it takes to resolve this message?
I am using zonealarm pro (current release) and dsl to
interface with the internet; the pc boots successfully
only if the usb cable to the dsl model is removed (it
hangs when the usb modem cable is inserted); after
booting, then I attach the usb cable and the system
usually works.
I have a feeling some of the operating system modules have
been overlaid/are no longer accessible as there have been
goofy issues like the updtray not responding going on for
some time. Can all/part of the operating system be
reloaded without having to re-install all of the software?
Suggestions?
