Default Window placement accuracy limitation

Does anyone know why W98 defaults (in 640x480 16 colour VGA) to placing
windows in quantised steps of 8 pixels in the X axis? The Y axis is freely
settable to any pixel. I want to override that stepped behaviour to optimise
placement of two console windows in what is extremely limited space.
