Default Can ME be restored after registry is corrupted?

The registry in the ME partition on my PC appears to be so badly corrupted
that Windows, when opened in Safe Mode, does not have anything except for
the Desktop to show. But there are a number of applications of interest to
me installed there. Is there any way to re-install ME and revive those
applications?

i've reinstalled ME over itself, and afterwards, very little needed
reinstalling. antivirus (and maybe the wia/scanner app) had to repair
itself with the software's CD. but i don't recall if me setup gave much
clue about this.

Set your PC's BIOS to boot off the CD, then boot off the WinME CD and
follow the prompts.
Hope this helps.

Most Win ME CD's are NOT bootable - as you are well aware.
