According to System Requirements, the answer is an emphatic "No!" No 9x system
is mentioned as meeting minreqs.

Of course, the page doesn't say why, or even if the reason only Win2K and WinXP
are mentioned is because they are the only currently fully supported versions of
Windows in circulation. If you want a more detailed discussion, I suggest you
visit the Office 2003 newsgroup(s). But I have my doubts that it will even
install decently to any 9x system.
