Default IFSHLP.SYS MISSING OR CURROPTED!!! HOW DO I FIX THIS

When ever i turn on my computer it gives me 4 options
Safe mode, normale mode, step by step.... I tried all of
them but everytime i goes into a blue screen and says the
IFSHLP.SYS is missing and stuff like that. Somebody
please help.

Ifshlp.sys is in Win_19.cab extract it and
place it in C:\Windows folder.
