Can't open a folder or create a new one !!

On right clicking the mouse I don't see the "New" option
and hence can't create a new folder or documents. It's a
hopeless deadlock ! Also, my existing folders are not
opening on double click. When I am right-clicking, I am
seeing two "Open" options; one is working and the other is
not !!

Any help would be really appreciated
