Boot using your WinMe Startup (floppy) Disk and let it continue to (or
select) the DOS Help screen (White text on a blue background).

Is the screen still out of focus?

If so, sounds like you've got a faulty monitor. Substitute with 'known,
good monitor' or try your monitor on another machine for a second opinion.
