Default system won't boot

I think I'd believe the computer when it says there's a problem with the
hard drive and have it replaced.

When I start my computer, an immediate message comes
up "Dell monitoring system has detected the drive 0 is
operating outside of normal specifications." When I exit
that, the windows 98 logo comes on, then hangs. If I go
to utilities and try to boot from the recovery CD, I
can't get my utilities menu to change. When I restart it
goes back to starting from the C drive. please help!
