Windows 98 needs "c:\windows\dblbuff.sys" and "c:\windows\ifshlp.sys", so
I would put them back. Also, try extracting a fresh copy of "c:\windows\wininit.exe"
from your Windows 98 CD. If this doesn't help, try tapping the F8 key during
bootup and selecting "Step by step confirmation". This may help to determine
what is causing the shutdown.

I got into a new world- trying to find wininit.exe in which cab file.
I am looking in my W2K folder at the W98 OS CD, using a cab file
utility with no luck, browsed for finding it, see a W95 answer.

Do you have a clue as to which cab file has this file?
