Cant install Norton AV or Cyberlink DVD Player on new installation of WinME

Do a reinstallation of Windows ME I have had to put WinME in to a new
directory c:\winme rather the old c:\windows becuase the reinstallation kept
failing.

Now I find that Norton (2003) and Cyberlink refuse to install

Norton error message...very meaningful (not)

Error - Createfile failed unable to get valid handle

Then followed with

Unable to GetProcAddress of exported DLL

Norton then exits and says there is a memory resident virus...however I
already have run AVG through the systemand the only detected problem is in
the restore points...

Any ideas...??
