Tool bar jumped to top of monitor screen

Default Tool bar jumped to top of monitor screen


The tool bar with "start" on it jumped from the bottom of
the screen to the top (win 98). How do I get it back to
the bottom of the screen. I tried to drag it but it didn't
work.

Thanks in advance for any help that you can give.

Press and hold the left mouse button on the clock, drag it to the side and down. If
it doesn't go in one fell swoop, drop it on the side and then drag it from there.
