HELP!!!

My sister and I were performing the monthly preventative
maintenance measures on her computer and the very first
thing we did was sfc. It took care of a few things then
said we needed to reboot, when we did it has not came
back up yet. It keeps throwing us to the screen where
you can choose safe mode, step by step, etc... but it
will not go into safe mode or anything else. There are
no error messages, I have run scandisk and it says
everything is good. It will get as far as the Windows 98
page then back to the option menu. What can we do?
