Default Microsoft Photo Editor cannot open JPG or save to JPG

For filetype, all types now only include gif, bmp, png and tga.

If I select a jpg and let Photo Editor open it, I got the following error:

Photo Editor cannot find or open filename.

What is the version number of the Themes.exe file on your system (it should be in
the "\Program Files\Plus!" folder)?
Also, in Control Panel, does Themes (or is it Desktop Themes?) start without error?

It does sound like some program has messed up, or is incompatible with, the Photo
Editor jpeg filter. I am guessing an in compatibility with something on the system,
as you say an uninstall and reinstall of Photo Editor had no effect.

At Control Panel, Themes starts without error, although I can't see the
preview of the wallpaper within Themes.

Yeah, I didn't have much hope for that being a solution, but I had to give it a try.

Have you installed any image editors recently, that might have messed around with
the graphics filters? I don't install Photo Editor on any of my systems, so I can't
easily track down the Registry settings that might be involved. You need to find
the settings that control the jpg filters for Photo Editor, and see if perhaps they
are missing on your system. For that you need to access a system with Photo Editor
that works correctly, and start comparing the related Registry entries.

What makes no sense to me is that you say you have tried removing and reinstalling
Photo Editor from the Office 97 setup CD and it makes no difference. That process
*should* have reinstated any missing filters and associations.

I have Photo Editor installed, but it's from Office XP, not Office 97.
Unfortunately, I'd have to do a lot of searching of my junk room to be able
to come up with Office 97. Still, if you're interested in comparing
associations and filters (it's my default photo editor for those images it

This situation has been there for quite a while already, probably a year. I
think I've only installed Irfanview and nothing much else. Just suddenly
think I may want to give it a try in solving this problem. Not solving it
is not a big deal at all as well.

Yeah, I didn't have much hope for that being a solution, but I had to give

it a try.

Have you installed any image editors recently, that might have messed

around with
the graphics filters? I don't install Photo Editor on any of my systems,

so I can't
easily track down the Registry settings that might be involved. You need

to find
the settings that control the jpg filters for Photo Editor, and see if

perhaps they
are missing on your system. For that you need to access a system with

Photo Editor
that works correctly, and start comparing the related Registry entries.

What makes no sense to me is that you say you have tried removing and

reinstalling
Photo Editor from the Office 97 setup CD and it makes no difference. That

process
*should* have reinstated any missing filters and associations.

I've got that file, photoed.srg, and there are the jpeg settings inside.
I've checked and I've got jpegim32.flt in the Grphflt directory.

So what should I do to do further checking?

Do you have:
C:\Program Files\Common Files\Microsoft Shared\PhotoEd\PHOTOED.SRG
That file (.srg) lists the reg keys for JPEG
It is also required to be in the same folder.
But as you cannot preview screensavers either,
something else must be amiss.
I do have PhotoEd with Word 97 on Win98 if you want some comparison.
