Either create partitions smaller than 127GB on the drive so that scandisk and defrag
can work with them, or buy a third-party tool. I don't know what is available to
replace scandisk that still has Win98 support. Have you tried Google?

MS won't have anything suitable.

The availability of suitable tools is one of the issues to be considered
before going with over-size FAT32 partitions, and combined with questions of
access speed is actually a good reason for avoiding it.

I would start with wherever you got your support for 48-bit LBA from - they
would be aware of this issue and may have recommendations. Secondly, try
including Linux in your searching, as Linux systems that use FAT32 do not
have the size limitations, and may have already developed a solution. You
might have to run it from a Linux boot CD, but it's possible. Your
implementation may involve making the large drive look like a SCSI drive to
the operating system (a common way of getting around the size problem) in
which case a version of Scandisk for SCSI could be available.

Check the definitive source for everything to do with large FAT32
partitions -
