Default Window ME prepares files everytime I restart plus scandisk won't run

I need help. My 2 year old hit tons of key while I was
restarting my computer. I had to recover my system to be
able to use the computer. However, everytime I restart my
computer I have to wait about 10 minutes while it's
preparing the system. Also, I can't run scandisk even in
safe mode. I get the error that scandisk has restarted 10
times due to some other program using the c drive. In
safe mode the only thing open is explorer.

Try unplugging any external connections before running scandisk (cable
modem, USB, etc) - see if that helps.
'preparing the system' hangups are often a result of either
1) corrupted drivers
2) a corrupted registry (are you using Norton??)

I'd suggest checking the second cause first, as it could make curing the
first easier!

Do a Search for the file WININIT.INI - if you find it, then rename it to
WININIT.JNK, and reboot - your problem should be gone.

If you don't find it, then try this - Start|Run - enter SCANREG /FIX into
the dialog box, and click OK - windows will reboot - see if that fixes it.

If not, open Windows Explorer - check in Folder Properties that you are able
to view Hidden and System files (two settings), then Search on your PC for
files named '_RESTORE' (without the quotes) - you should find the
C:\_RESTORE folder - r-click on it, and select Properties. How many
files/folders are there? If it's around 64 thousand, you'll have to
completely remove the folder from DOS - use the following method, which
seems to be the easiest at present. Note that doing so will delete all
current restore points, so should only be done if the folder is
corrupt/overfull.

Reboot to DOS using your Startup disk enter the following commands at the
A:\ prompt.

ATTRIB -R -H -S C:\_RESTORE
REN C:\_RESTORE OLDREST

remove the floppy, and reboot to normal windows. - your error should be
gone, and you should now have a new, single restore point. Go to Windows
Explorer, and delete the C:\OLDREST folder

With problems restarting computer:
I re-initiate system at start-up with the 3.5 back-up
disk, then ctrl+alt+delete to enter desktop. With
ScanDisk "10 times" question just enter no.

What do you need explained about that statement? Scandisk has detected that a
file has either an invalid date or a future date and you have opted to have
scandisk inform you of such errors. You have the option of either correcting
or ignoring the error. You only see this error when you have chose in
ScanDisk's Advanced option to check for invalid dates and times.
