When booting into windows safe mode, why exactly are
preferences lost? Is there someway of preventing the loss
of preferences?

If you're talking about the Start Menu text size, then no, there's no
automatic way to prevent that from changing when you boot to Safe Mode. You
just have to change it back, either while still in Safe Mode or when you get
back to Normal Mode.

If you're talking about any other Preferences, which, pray tell, are they?
