No Desktop Icons or Start Bar + Error Messages!

I have a computer that is operating on Windows ME. I press the power button
it
turns on runs its course then when it comes to the desktop NO icons load up
and there is not start button or bar at that. So there is nothing for me to
click on. All that comes up is the 2
error messages that read "Mprexe has cause an error in MPRSERV.DLL" and "
Devldr16 has cause an error in DEVCON32.DLL"

A somewhat more detailed description would help, but there is a good
possibility, you recently installed or removed a program,
i.e. a 'SoundBlasterLive!' sound card?
Hopefully one of our more competent Experts will pick up on this.

Can you Boot to Safe Mode?
If so, try a System Restore back to a time the system booted OK
If you can't boot to Safe Mode, then try this

If the System Restore won't complete for some reason, then try a registry
restore...

Boot to DOS using a startup disk
at the A: prompt, type

SCANREG /FIX
hit the Enter key, and wait for the operation to finish - remove the floppy,
and try a reboot to Windows

See if that works

I can boot into safe mode but the system restore wont work. But I can try
the other idea but is there anyway i can make or find a windows me start up
disk online somewhere? Because there is no way I can make one with the
computer thats running windows me.

Go to www.bootdisk.com and download the proper ME one to your hardrive,
put a fresh disk in your A Drive, then click on the file to create the
bootdisk onto the floppy.

You say that System Restore 'doesn't work' from Safe Mode - what is the
EXACT error message you get? It's highly likely that attempting to use SR
from the DOS boot will also fail, so we'll need to fix SR at some point.
