Default System Restore Disabled

System Restore is permantly disabled. I can turn it on (uncheck) but on
reboot returns to disabled (checked).

Also the restore disc size slider is inoperative - stuck between min and
max. Associated text is grey scaled out.

Retore folder (viewing hidden files and folders) properties indicate a size
of 1.29GB containing 4660 files and 5 folders. Highlighting and "opening"
_RESTORE folder in widows explorer shows only the following four files -
DISKCFG.DAT, SRDISKID.DAT, VxDMon.cfg and VxDMon.dat

Can anyone help me restore _RESTORE (excuse pun) and get working properly
again.
