Default Modem error couldn't open port

I get this error message.

When I did a Google Search, I found this article, but it leads to a dead
end.

Anyone know the fix, it relates to the modem being diagnosed and the
computer going in to standby.

The coincidence is that a friend has the same problem.

deleting the modems and re-installing does nothing.

Changing the modems does nothing.

I deleted the ACPI and reinstalled all the hardware, even re-installed
Windows 98 SE.
