If you mean Disable Fast Shutdown:
Click Start Run, type in: msconfig and press Enter. Under the General tab click the Advanced button. Uncheck "Disable Fast Shutdown". Click Apply Ok and reboot. -- Brian A. After you apply the patch look in C:\WINDOWS\INF\QFE\273017 for reg files to merge that will give you the desired delay.
