Default Windows Protection Error (Device VKD)

Am unable to start Win98, even in Safe Mode. When
attempting a normal start, system freezes with varying
portions of error message displayed. The most that
appears is "While initializing device VKD: Windows
protection error. You"

No success trying different keyboard.

System does not always go to Setup Menu.

Attempted line by line start. Following question to start
GUI,initial ScanDisk screen appeared with following lines
overwritten at top of screen:
Run-time error R6003
- integer divide by 0sk
Load all Windows drivers?
"No" had no response. "Yes" cleared screen and froze with
partial prompt "Vnetsup.vxd" displaying at top.

Any thoughts on a fix short of Disaster Recovery process?
(Naturally, the most recent DR set is not up to date...)

Start by turning off boot sector AV.

Boot sector AV not applicable. Thanks for the suggestion.

Chief B: Any thoughts?

Have you tested the RAM ?
If not use memtest86, do the extended test and run overnight

Had not used MemTest86 before; seems like a good one. Ran
15+ hours with no errors.

That rules out bad RAM, have you tested the HDD with the manufacturer's
diagnostic software
