Default Outlook Express/Installation CD

Hi,
I was getting the error message that MSOE.DLL could not be loaded when I
tried to open outlook express this morning. I checked the address book as
answers suggested and it was not installed (I do not know how this happened).
Anyhow, when I go to install it, it still cannot find the .bmp or .chm files.
It tells me it needs a disk labeled Windows Millenium Edition, which we do
not have. We bought our computer with Windows Me and all that came with it
was the system restoration kit. Any suggestions of how to get my Outlook
Express to work again? maybe I should just back it up and remove/reinstall it?

Well, thank you since that did get the address book installed, however I am
still getting the same errormessage MSOE.DLL cannot be loaded. What do I do
now?

Possible reasons for this error are explained in the following articles.
I suspect the problem could well be caused by you having mixed file
versions.

MS KB 296512 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because Msoe.dll Could Not Be Loaded"
(http://support.microsoft.com/?kbid=296512) where the problem is due to
problems with the Address Book.
MS KB 272265 - "OLEXP: Error Message "Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded" When You Start Outlook Express"
(http://support.microsoft.com/?kbid=272265) where the problem is caused by
mixed file versions
MS KB 232480 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded"
(http://support.microsoft.com/?kbid=232480) where the problem, similar to
the one above, is due to uninstalling a later version of IE/OE.

The slightly different error messages "Outlook Express could not be
started because Msoe.dll could not be initialized" and "Outlook Express
could not be started. The application was unable to start the Internet
Account Manager." when attempting to start Outlook Express are often due
to missing or corrupted information in the Outlook Express Identities
registry key. For more details see KB 245419 - "OLEXP: You Receive an
Error Message or Are Unable to Start Outlook Express"

how to remedy this error.

The instructions for mixed file versions state that I should back up my OE
data and then manually uninstall outlook express 5.0 which I guess is still
installed on my computer even though I upgraded to 6 months ago or so and
everything hsa been fine. Anyhow, how do I back up my OE data and are there
instructions anywhere on how to manually uninstall 5.0. The link in the
article states that the page is no longer available.

Your Outlook Express data is the entire contents of your message store
(together with entries in the registry) and comprises a varying number of
files with a DBX extension. This can be backed up by copying the entire
folder to another location and this MUST include the file folders.dbx as
without this folder it will be more difficult to restore your message
store. Alternatively see Majik's OEBACKUP at
http://www.oehelp.com/backup.aspx

Rather than the missing KB256219, try you may want instead to have a look
at KB278909 - "OLEXP: How to Manually Uninstall and Reinstall Outlook
Express on Windows Millennium"
(http://support.microsoft.com/?kbid=278909).

However before proceeding further how about checking the version of the
various files installed and posting details of the versions of Internet
Explorer and Outlook Express that you are using? Also what changes have
you made to your system since Outlook Express last opened correctly? Have
you tried reversing those changes?

Alternatively use system restore to roll your system back to the state it
was in before these problems started provided that that was only in the
last few days.

I upgraded to IE/OE 6.0 about six months ago and everything has been fine. In
my program files/ outlook express folder there are files and a few have 5.5
properties while the rest are 6.0. I am not sure where else to look for
information.I looked at the instructions for reinstalling and it says outlook
express should be in my windows component list in add/remove programs, but it
is not there. It is only in the add/remove list. I cannot restore the
system as my system restore was disabled.

Are you saying that Outlook Express has not worked for six months? If not
what changes have been made to your system since the problem started?
However since system restore is disabled you will have to use your
backup - I assume you do make backups of your system. If not then
disabling system restore might be considered to have been somewhat
reckless.

If you have IE/OE 6 SP1 installed then msimn.exe, msoe.dll, msoeres.dll,
oeimport.dll, oemig50.exe, oemiglib.dll, wab.exe, wabfind.dll, wabimp.dll
and wabmig.exe should all be version 6.0.2800.1123 or higher. The only
version 5.5 file that should still be in the Program Files\Outlook Express
folder is 9xmig.dll. If you visit the Windows Update site are you offered
any critical updates? You might also want to try downloading and running
the free Belarc Advisor (http://www.belarc.com/free_download.html) as this
may help identify a broken or missing update that could be causing the
problem.

OE has been fine until I turned my computer on Wednesday morning and it just
didn't open and gave me that error. My system booted and looked like it said
"updating configurations" but we did not do anything so something just went
wrong. Anyhow, I checked my files. I have all the ones you mentioned.
Wab.exe, wabfind.dll,wabimp.dll,and wabmig.exe are all 5.50. The rest are the
correct 6.0. I also have some you didn't list, Csapi3t7.dll Versions
1.0.0.2415 (?), msoe.txt, and setup50.exe Version 6.0.2800.1106. I guess I
will check on the updates and see where that takes me or can i somehow update
the files to 6.0?

It appears that you have the v5.5 address book rather than that required
for use with OE 6. Not really surprising I guess since you reinstalled it
from your Win Me media. I'm not certain how you are going to fix this
other than by downloading the IE 6 SP1 stub again and reinstalling IE6
SP1. All that hopefully will need to download and install is the Address
Book. You may need to choose custom install rather than default.
