Default Low resolution of icons on bottom bar & in Windows Explorer

Very strange defect on my notebook computer. The icons on the bottom bar of
desktop and in Windows Explorer are very low resolution - illegible like
missing dots. Can someone advise me any possible solution.

Thanks,

Leona
