98SE won't start up-ptvcd.vxd message

Default 98SE won't start up-ptvcd.vxd message

I was deleting stuff off my old computer, including AOL, to give to my niece
and now it displays this exact following message part way through start up:

""Cannot find a device file that may be needed to run Windows or a Windows
application. The Windows registry or System.ini file refers to this device
file, but the device file no longer exists. If you deleted this file on
purpose, try uninstalling the assosicated application using its uninstall or
setup program. If you still want to use the application associated with
this device file, try reinstalling that application to replace the missing
file.
ptvcd.vxd
Press a key to continue""

When I press a key it continues to start up and displays my desktop
wallpaper but no icons or toolbar to click onto to proceed further. I
ctrl,alt,del to shut down.
When I F8 to go into Safe Mode, again I get the desktop wallpaper but no
icons, menu or toolbar to click onto to proceed further. I've tried putting
the Windows disc in but to no avail. Because there is nothing to click onto
I can't get any further, in trying to correct the problem and I don't know
which file I've deleted in order to reinstall it. Are you able to help
please?

Sorry Ron, I didn't mean to post two messages. I thought I had put the
message in the wrong group so I posted it again, thinking I could delete the
