Default IE6 Re-Installation Issues

I've got a WinME machine that had real bad hesitation between pages when
browsing the web. The machine has been thoroughly cleaned (temp files, etc),
is free from any viruses, adware, spyware, and malware. It runs well with
the above exception. I uninstalled IE6 (which takes it back to IE5.5) hoping
I could reinstall IE6 and correct the problem. However, now IE6 fails on the
reinstall and claims it needs rebooted to continue. I've tried rebooting,
running setup from scratch, and telling the install to resume. Nothing is
working. Any suggestions?
