Default 16 bit graphic nightmare

I had some computer work done not too long ago. I bought a
used system and the hard drive crashed. I had a friend who
is enrolled in computer science help me get a new hd and
he installed it. He downloaded win98se and I brought the
computer home, hooked it up, and could not get it to
change from 16 bits. It doesn't even offer 32. If anyone
can help, it would be greatly appreciated.
