Default mscoree.dll missing

I don't know what this or if this is the right group, but does anyone
know what mscoree.dll is and what programme it is for, as, according
to Norton Systemworks, it has gone missing on my system (Win98) and I
don't know where to look for it in my backups?

It is unlikely to be in your backups as it is not a Win98 file.
I can only suggest you stop taking notice of Norton Systemworks.
You can read this, but if it doesn't help, then take recommendations
from Norton products with a grain of salt.

Have a look here...Symantec says to ignore it:

Error: "Missing file: 'C:\ . . . \DotNetInstaller.exe' cannot access a necessary
file . . .. " after running WinDoctor:

You won't have it unless you have installed the .Net Framework.
