Default Number of logical drives

If I have 2 HDD in my PC can the second HDD be 4 logical drives? (No active
partitions)?

I think what you mean is four logicals, no primary....and the answer is yes.

My second physical drive in this machine has no primary partition, just n extended
containing two logical drives (although technically an extended partition that
contains the logical drives could be considered a primary inasmuch as it takes one
of the four allowed primary partition places).

Mine has.

My first hard drive has a C: partition. The second has D, E, F, and G.
