Default setup Windows 98se

I have 2 hard drives and I performed a drive to drive copy
and I wanted to reformat one of my hard drives and start
all over. But after i reformatted my c drive i tried to
reinstall windows 98se. I was able to get the installation
going but after it installs and gets the point where i
have to restart the computer the computer restarts but
then i get a message saying "insuffcient memory" in dos
and setup cannot continue i keep formatting the hard drive
and trying to run setup again but i keep getting the same
message. All the other times i installed it it would run
fine but for some reason it just doesnt go. I looked up on
windows homepage but the information they gave me doesnt
work. Im all out of ideas and wondering if someone can
help all im trying to do is install windows so i can get
my computer up and running any help will be much
apreciated. thanks

SETUP.TXT is the best source for information about installation problems.
Make sure you have disabled BIOS boot sector protection, and remove
unnecesary hardware before trying again.
