Default Internet Propeties - Connections Tab Locks Up Computer

I have one machine that cannot get to the internet. Whenever I try to
open the Connections tab either in IE or through Control Panel
Internet Properties the machine locks up. A CTRL-ALT-DEL shows that
it is not responding. I have tried reinstalling Win98SE over the
present installation, run SFC to look for missing files, even did an
uninstall of IE 6 then reinstalled Win98SE to get back to IE 5, but no
go. I really need to get this working without wiping and installing
from scratch as it is a work machine and has a program on it that
would be extremely difficult to get reinstalled (original disks
damaged - vendor out of business - diagnostic software for specialized
piece of equipment).

User had gotten a large load of spyware, browser hijackers, etc, and
tried to remove himself. All gone now... but can't get on internet or
get mail.

Help!!!!

Regarding not being able to wipe the system and install afresh because of
essential software, such machines should NEVER be connected to the internet.
No ifs, buts or maybes.

LSPFix may get things sorted as well, considering the malware on the machine
that has been removed:

I find it absolutely staggering that a machine with business essential
software that cannot be easily replaced, is allowed anywhere near the
internet, or that it was allowed to be used by somebody who infected the
system with malware/hijackers.
