Default only see wallpaper

Got as a gift an HP computer from mother in law. After I
tried to uninstall a virus protection (Norton) (I wanted
to install my mcafee) had to re-start. Now when I try to
start it just has wallpaper and nothing else.

Can you boot into Safe Mode, or does the same thing happen there?
To boot into Safe Mode:
-Start the computer and hold down the CTRL key till the Windows 98 Startup menu
(boot menu) appears.
-Use the arrow keys to select "Safe Mode" and press Enter.

Safe mode only shows wallpaper with the words "safe mode"
in all four corners, nothing else. Ihave tried to
re'install windows but keep getting "an error occurred
loading c:windows\system\shdocvw.dll. The file may not
have been installed or it has been corrupted." What does
this mean?

Explorer.exe is aborting, or not loading.
It is the Windows shell, that includes the Taskbar, Start button, and =
Desktop icons.
This will happen when you have a failed install or upgrade of Internet =
Explorer, which is intertwined with the shell.

Usual reasons for the failure are from not shutting down all background =
apps, including the virus scanner, prior to installing IE updates.
