Default How to reset reader

I set Noptepad as the reader for a file before I knew it was rich text.

How can I change it?

Open an Explorer window and choose View / Folder options. Select File types.
Find and select the file type you want to change, select Edit, then open and
Edit. Change the Application ... for the filetype to the new application.

Why does the Folder Options sometimes not appear?

AFAIK the Folder Options always appears. If your experience is different,
then there may be a problem with your system. When does it not appear?

Neither my experience nor memory permit me to answer that. ;-)
