You already know you can't install IE7.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?

This hotfix package uses a password. Therefore, you must enter for

Yes, I have not installed ie7. I still have 8. I am using AVAST as
my internet security. I have the free version. Before that I had AVG
but they stopped supporting 98 and I uninstalle it. Before that I had
Norton and I don't remember but probably it came installed on the
computer. Thanks for your help.

That hotfix provides verion 6.0.2800.1501 of Mshtmled.dll for
win-9x/me. I already have that version of that file in my
windows/system directory. No idea where or how I got it.

When (approx. date) was the Norton application uninstalled?
