You can't!
Well, let me rephrase that -
You cannot legally install ANY version of Windows without being in
possession of a legal Product Key.
I haven't downloaded this one - and would hope that it does not contain such
a key.
Win ME is still officially supported by MS, and they will almost certainly
take action against any site offering such downloads.

and do something to stop the crooks.
I am certainly not recommending the users to download
illegal piece of software. How these crooks
can place there the VERSION(Longhorn)
which is not yet out for public use?

The version of Longhorn they're offering is a Demo version which was handed
out at a conference by MS, and which is time-limited. It's been available
for download from certain MS sites to developers for months. (It's also been
available for download elsewhere on the web for a while - with no apparent
come-back from MS)

Clicking on the Longhorn link results in a 404 Not Found Error anyway.
But the others you can open, I think, meaning you can download Windows ME
for free. I didn't check out the presence of a key.
