[CUT!]

I had to reply because System Restore won't be able to help you if the
system is unbootable even in Safe Mode due to registry corruption. e.g. the
SYSTEM registry hive file is corrupted.

The sure way to restore the registry is by booting into the Recovery Console
(if you've already installed it), or a separate Windows installation (e.g.
Windows PE). Then restore the registry files from that system. If the files
are backupped using System Restore, copy the files from one of the subfolder
in "C:\System Volume Information" folder, into "C:\Windows\System32\Config"
folder. Otherwise, use your registry backup+restore tool (e.g. ERUNT, etc.).

Yes; ERU/ERD. On the CD (though I am pretty sure not actually installed
as part of a standard [or any other AFAIK] installation). On the CD
under something/other or other/something, IIRR. The recovery part
could be run from DOS, and rescued me at least once in '9x days.

ERUNT is a third-party imitation that performs a similar function for
NT-based OSs, though I can't remember if it can be run from DOS - I
think not, as DOS doesn't work with NT. (I think it can be run from a
recovery console, though.)

I told you, it's not installed as part of any installation. You have to
look for it on the CD.
