Default Unable to access secure websites, Invalid IP address?t

I have recently had a computer crash and after restore I have myself unable
to access secure websites. After a little investigation in running net
diagnostics I have found that DHCP SERVER = 255.255.255.255 (Invalid IP
address) and IP Address 169.254.231.XX (Failed) also there is a failed
message next to my Globespan USB ASDL modem, even though I can read my e-
mails etc. Can anyone help me resolve this glich. I have XP professional
and have Explorer version 6.
