Default win98 startup and error messages

Please can someone help? I was recently having problems
with screen resolution and starting up windows. I was
advised to restore windows back to factory settings. This
seemed to work fine until a few days ago. Windows just
hangs on the Windows 98 screen but I found out by accident
that if I press a particular button on my keyboard (it
looks like a sleep icon) then it boosts it onto the login
box almost immediately! However, I am now getting an
error message that reads:

"An exception OE has occurred at 0028:3AAA0C005 in VxD---
.. This was called from 0028:C17333E3 in VxD DRVWQ117(01)
+ 0000E483. It may be possible to continue normally
etc....."

I don't particularly profess to know a lot about computers
but I can follow instructions!
