Default Fatal Error Message

A fatal exception OE has occured at 0167:BFF88396. The current application will be terminated.
*press any key to terminate the current application
*Press CRTL+ALT+DEL again to restart your computer. You will lose any unsaved information in all applications.
Press any key to continue.

I tried to press all of the above and nothing happened, so I just shut it down by the power button.
This is what I am finding on my computer and it ceases to function. It will boot up (sometimes) and perform for awhile (sometimes) but then this little jewel ruins everything. Anyone have an idea what this means and how I can fix it?
