First try booting from your WinMe Startup (floppy) Disk and let it continue
to to the Help pages. (White text on a blue background). Do you still see
the horizontal streaking?

You * may* have a faulty monitor of course. Try substitution, either with
another monitor connected to your PC, or your monitor connected to another
PC.
