Default unable to connect to internet

My dad just had his computer worked on, and now cannot get on the internet.
I tried unplugging the cable box, and checking for incorrectly plugged in
wires. He has Windows 98. I called Cox Communications, and they told me
they no longer can trouble shoot that operating system, and gave me the
microsoft number to call. That lady told me to come to this support address
and see if someone can help. Any ideas? I am just a user not a techy, so it
is going to have to be simple answers to get this fixed.

Are we talking about a 56kbs modem, or an ethernet connection to a
broadband (high-speed) modem?

I called Cox Communications, and they told me they no longer can

Forget your ISP. They won't know squat.

Does anyone else here find that an interesting bit of information?

I'll try to be simple but sometimes I presume a user knows more than they
do.

First thing is to check and make sure the adapter or on-board network
adapter is setup correctly.
Go to Start Settings Control Panel System Device Manager - and check
that the network card/device is showing and enabled under Network Adapters.
If not then you are going to need a driver, so you may need AIDA or some
other application to determine what card/device you have.

Next, close System and open Network - check to see if Client for Microsoft
Networking is installed and the TCP/IP protocol, if not install them by
clicking Add Client Microsoft Client for Microsoft Networking and/or
Add Protocol Microsoft TCP/IP. If you had to install either or both of
these, click OK, and let the computer restart.

IF you installed either of those or both OR both were already installed,
then while still in Network, click Client for Microsoft Networking and make
sure Quick Logon is ticked, Okay that, then click your {adapter/device}
TCP/IP listing and check the IP Address tab and make sure its set to Obtain
IP Address Automatically. Then choose the DNS Configuration tab and make
sure that is set to Disable DNS. The Gateway tab should show no addresses,
and WINS Resolution tab should show Disabled. The Bindings tab should
generally have none of the shown items checked, UNLESS you have a local
network. One issue MAY be that you have a router which will require some
setup there as well, so if you have a modem AND a router post back.

Back on the main Network page/screen, check File and Printer sharing and
make sure they are NOT checked. Restart the System if anything was changed.

Next, make sure everything [any devices/routers/modems] is connected AS IF
the Internet could be accessed, Note whether the Lights are blinking on the
Modem.

Shut everything off.. unplug the modem, and leave it off for about five
minutes, RE-START/re-plug the modem, and let it blink for about five or so
[the more the better] minutes, then start the computer. From Start Run
type in winipcfg and press Okay.
That will popup the IP configuration that the computer has found or been
assigned, press Details.
You can also type in- ipconfig /All /Batch {folder and file where you want
it saved; example- C:\temp\ipconfig.txt} -which creates a file of those
settings
POST back with those results if the first checks above did not correct the
no-connection issue, so we can review what those settings are.

pcs that have been off the modem for more than a day or so may missed an ip
address update from the cable provider, so cannot reconnect

start
run
winipcfg
release all
renew all
OK out

works for those

If you paid for repairs, it is reasonable to ask the repairman
to reconfigure (without charge) the good Internet correction
he disabled.

Who "worked on" the machine? Could the machine connect for the tech who
worked on it?
